The Orissa Household Biogas Programme supports the adoption biogas digesters by rural households in Orissa in order to replace the use of non-renewable firewood with renewable biogas from manure for cooking purposes. The replacement of Non Renewable Biomass (NRB) results in reduced emission of CO2. The Programme is aiming at implementing 7,000 digesters annually.
The Orissa Renewable Energy Development Agency (OREDA) is a state agency and the executive hand of the Ministry of New and Renewable Energy (MNRE) in Orissa. OREDA is the coordinating and managing entity of the Programme and responsible for promotion, implementation, management and exploitation of renewable energy resources in the State of Orissa. The mandate of OREDA covers the entire gamut of renewable energy resources such as solar, wind, hydro, biomass, geothermal and tidal energy sources.
OREDA will take care of:
- Assigning investment subsidies and support in providing operation and maintenance services to reduce the investment barrier for households.
- Quality control and assurance, monitoring and performance evaluation to ensure long-term operation of the digesters and ensure that the implementing agencies deliver their maintenance obligations.
- Supporting innovation in many aspects of the Programme including digester design and monitoring.
- Capacity building of implementing agencies and awareness raising for households.. Training will be provided to households on the advantages of digesters and operation regular maintenance procedures. Implementing agencies, masons, etc. will be trained to perform construction, maintenance & repair work of the digesters, . These training programmes are integral parts of CDM-PoA to manage the programme successfully in long run.
